Man accused of killing Alvin ISD employee in Museum District arrested following SWAT standoff, Harris County sheriff says

A man accused of killing a woman at a gas station near the Museum District Tuesday was taken into custody after a standoff Wednesday night in west Harris County.

HARRIS COUNTY, Texas — The man accused of shooting and killing a woman and also shooting at a deputy constable near the Museum District on Tuesday was taken into custody on Wednesday night in the Katy area.

Tilford Anthony Joseph, 46, was taken into custody after a standoff at an apartment complex in west Harris County, Sheriff Ed Gonzalez said.

According to Gonzalez, deputies were called to the complex on Westborough Drive just north of the Katy Freeway between North Fry Road and North Westgreen Boulevard about a weapons disturbance. He said when deputies got there, the suspect barricaded himself inside the apartment.

That's when, according to Gonzalez, they realized Joseph was possibly wanted for murder and aggravated assault of a peace officer stemming from the shooting that happened just after midnight Tuesday.

Joseph went before a judge Thursday night, who set his bond at $500,000 for the murder charge and $250,000 for the aggravated assault of a peace officer charge.

Tuesday's shooting

Houston Fire Department paramedics witnessed the deadly domestic violence shooting early Tuesday morning, according to the Houston Police Department.

The suspect got away after getting into a shootout with a deputy, stealing his car, then returning and firing more shots.

At the time, investigators said the gunman had a history of domestic violence involving the woman who was killed although they didn't release his name.

Alvin ISD later identified the victim as Teresa Houston, 44. The district said she was in her first year with AISD and worked as a paraprofessional in a fundamental skills class at Shadow Creek High School.

Investigators said the incident started around 12:30 a.m. when HFD paramedics were at a gas station on MacGregor Way and Almeda Road near the Museum District and saw a man and his girlfriend arguing.

Then, the paramedics and the store clerk said they witnessed the man shoot the woman nine times. They flagged down a Harris County Precinct 7 deputy constable who was driving by. Police said the deputy tried to take the suspect into custody.

That's when shots rang out.

“Immediately went into a shooting. The officer retreated, exchanged rounds. The suspect then got into the deputy’s vehicle and drove away,” HPD Assist. Chief Jessica Anderson said.

Houston police said the shooter came back to the scene and another shootout took place as the suspect got into his original car and sped away from the scene. Police said the deputy constable fell and hit his head during the shootout. He was taken to the hospital to be checked out and is expected to be OK. Police said he’s been with the constable’s office for 14 years.
